Factor CO2 in charge of the project Establishment of a system for monitoring and reporting progress in the implementation of NDCs in El Salvador

The Nationally Determined Contributions (NDC) are the part of the Paris Agreement that seeks to achieve long-term agreed objectives. The NDCs reflect the effort of each country that has committed to reduce greenhouse gas (GHG) emissions at national level and its actions in adapting to the effects of climate change in the territory.
Each country has the obligation, according to the Paris Agreement, to prepare, communicate and maintain the contributions they intend to make, as well as the mitigation measures taken with the aim of achieving the established objectives. Each plan is different and adapted to the country's resources and ambitions, taking into account its circumstances and capacities.
Factor CO2 is in charge of the project "Establishment of a system for monitoring and reporting progress in the implementation of the NDCs" in El Salvador. The plan aims to support the Ministry of Environment and Natural Resources (MARN) of El Salvador through the development of an MRV system, or, in other words, monitoring, reporting and assessment of progress in the implementation of NDCs, all in line with the needs of reporting on the achievement of the Sustainable Development Goals (SDG).
To this end, Factor seeks the implementation of a series of indicators, which will allow an adequate follow-up of the progress of the actions, both of mitigation and adaptation, by the MARN and the institutions involved. These indicators will facilitate the monitoring and implementation of the NDC in El Salvador, as well as the associated sustainable development goals and the fulfillment of the transparency requirements of the Paris Agreement. Additionally, the integration of the gender perspective into the system will be sought.
In addition, on July 15, 16 and 17, workshops were held to present the software developed. The workshops were attended by 35 people representing different institutions in the country, such as the Ministry of Environment and Natural Resources, the Ministry of Public Works and Transport, the National Energy Council and the National Administration of Aqueducts and Sewers, among others. During the virtual sessions the process of the whole project was presented and a guide explaining the tool, case studies were made and the doubts of the participants were clarified.
The web tool is the final product of almost two years of work, in which the majority of the ministries of the Government of El Salvador have collaborated, with the objective of defining and prioritizing the indicators that allow the measurement of the progress of their NDCs.
